The brow does a lot of the work in a face. As the skin above the eye loses support the tail of the brow drops, which reads as tiredness even when you are not tired — and years of over-plucking leave gaps that do not grow back.
There are two different answers depending on which problem you have. Relaxing the muscles that pull the brow down lets it sit higher; a small amount of filler restores support underneath it. If the shape rather than the position is the issue, that is grooming and mapping work, not injecting.
